Sparta is mostly just spears, while some others have more pike options. I suppose the Hellenic nations might have the best spear and pike armed infantry overall. Giving you plenty of time to flank and charge with lighter troops or cavalry, which Rome has a great variety of with their auxiliary system. And each reform period makes them even tougher. Especially in their staying power in a fight.
